You do not need a turbo timer if all you do is drive your car in regular roads and if your car has an unmodified engine. A turbo timer just runs the engine for a few minutes after you've switched off the engine to allow for the turbo to gracefully cool down. This is done to reduce premature wear on the turbo from rapid cool down. A normal road car with a stock engine doesn't need one. If you drive the car hard, before stopping the engine, just let it idle for a minute or so before turning it off. Personally, I prefer doing this over messing with the car's wiring. If you're really keen on installing one, then APEXi and HKS are good brands. Not sure about local shops that sell them, but you should be able to find them on eBay. As for how to care for a turbo engine, just do your routine maintenance on time. Some turbos have a stricter maintenance schedule, so make sure you stick to it and use the proper fluids. Also check if you are required to use 95+ octane fuel.
