Okay...so for starters...I am guessing what is happening is that the engine revs up (by itself) and then comes back to normal revs but the acceleration ofthe car does not change (i.e. when the engine revs the car doesn't start accelerating hard and then slows down when the revs cme back ot normal).

Is your car an automatic or a manual transmission. It could be that your transmission is slipping. If it is a manual it could be that your clutch is worn out (and it is jsut that you feel it more between the speed you mentioned whilst in a specific gear..2nd..?). If it is an automatic..it could be that the torque converter is bad or (more likely since you did mention a fluid change) there is something wrong with the oil (too little so there isnt enough pressure) or during the oil change the filter got clogged or something and effects fluid circulation/pressure.

Or it simply could be that your throttle body needs cleaning and it gets stuck at a certain point or just hta tyour accelerator cable for some reason or the other gets stuck at a certain point.

So it really is difficlut to say without inspecting.
