Fog Lights?

What is the use of fog lights? or fog lamps. i was under the impression that they offered good visibility when driving in dense fog. however i see a lot of guys driving with fog lights on at colombo during night, and i seriously don't recall there being any fog in colombo ever! so do they offer better visibility in ordinary driving conditions as well? or are the purely used for decorative purposes?

For regular driving I like white. I don't have anything fancy. This is just swapped my halogen fog light bulbs to Led bulbs. Gives me a good wider view. 

However in future I would go for a combination fog light assembly from after market company like Baja Design where they have wide + driving lights all in one fog. Plus they have easy swappable yellow lens.
