Just think about all the foriegn exchange we would loose if we had to buy japanese bikes at higher prices. Another positive factor in the cheap and sufficient availability of these bikes and cheap cars is that it helps people travel more thus increasing their accesibility to work places, which in turn helps get the workforce where it's needed. Now had we had a better public transportation system we would not need all the bikes, cheap cars and three wheelers we see on our roads but the fact is that we don't, so people need some way to get to work on time without risking thier lives jumping from a moving bus.
