I am hoping purchase of a 750 cc 2012 model motorcycle, which was duly registered at the RMV last year currently licensed and insured. The certificate of registration says, “ Should not be transferred or sold without prior approval of the commissioner general of motor traffic”. Has any of you guys in the forum experienced a purchase or transfer this type registered (Restricted) motorcycle? Your advice will be highly appreciated

One my close friends has a CBR600. The procedure for ownership transfer requires the buyer to get an approval letter from the Ministry of Defense prior to forwarding the transfer documents to RMV. RMV will not entertain the application without MoD approval.

MOD clearance??? For a 750cc transfer?? Ahh... maybe coz all terror attacks were carried out by people riding HC bikes, I suppose... LOL!!!

3 wheelers were never used.... Hero Hondas were never used.... just HC bikes....

What a Fcking joke!

Not forgetting the ZERO cc thambili karaththe.

Honestly at some point, official's need to start re-thinking the reasoning behind laws. In this case, I'm sure there's no legal requirement for a MoD letter for the DMV to approve such a transfer. The commissioner just cant grow a pair of balls to put a signature on something without having another authority to blame 'just in case'.

This whole country is a joke. Seriously. Sri Lanka should have come with a RESET button.

Yup the guy who bought my ZX10 had to get a MoD letter, which he did(he has very good connections I'm told)...there's very little the RMV could do in this case. The current commissioner is actually a very good guy, loves classics.

What exactly is the rationale behind the MoD clearance?

Just what Watchman pointed out above. Same goes for full face helmets, some of the country's best marksmen are with the underworld and the list can go on endless. It is nothing but authorities' failure to see the big picture and draw up strategic level plans. All they do is trying to address the problems with this kind of ad hoc tactical measures.

Too many things are under the MoD in a country with a civillian administration. Its like being under a milittary junta. Too many decisions taken without any consultation and just does not make sense.

We have a Ministry of DEFENCE and Urban Development....

Need I say more????

Well the popular opinion is that the law was amended just to register a few special bikes. But I see no reason behind it cos the people in question do not have to concern themselves with petty things like proper registration or police intervention.

Well we the degree of police intervention during that Elivitgala Mawatha Mustang crash... :( Wish I could get in to politics too.... I can have my own private police and army courtesy of the tax payer.

I will give you all free HC bikes.... :) Don, I will get you a T Rex, ok?
