my neighbor said his car got an oil leak after using a fuel cleaner(different brand) with low fuel level in tank to have maximum cleaning effect. Is it possible for seals/O rings to get damaged by these products?

Too much concentration will cause issues with rubber parts. But there are clear indications on the bottle to use with x amount of petrol liters. If your neighbor poured the entire bottle with low fuel then it is possible. Usually best to go from full tank to empty. Most bottles are designed for 60L tanks.

Almost every branded fuel system cleaner has it clearly mentioned on the back label the amount of fuel that need to be in the tank before such a use. And as Stig pointed out incorrect concentration can lead to these problems as some cleaners are pretty powerful.

I have so far used Techron & 3M fuel system cleaner on two cars i have owned. Techron out of the two had a bit of a punch so putting something like this in low fuel tank would create problems
