You're right. 

"65" is 65% of the width of the tyre. So for a 185 (185mm) tyre, the sidewall height will be 185x(65/100) = 120.25mm. For a 175 (175mm) tyre, it's 175x(65/100) = 113.75mm. So the difference is 6.5mm (120.25 - 113.75). 

The car will gain 6.5mm (0.25 inches) ground clearance than stock. With this, the speedometer will indicate more than stock. For evey revolution of the tyres, the car will travel an extra 40mm which will add up to the mileage.

Wasn't particularly mentioning the ground clearance though, had the diameter in mind
