Although it's called a "conversion", what really happens is that an Evo VII, VIII or IX is brought down from Japan as parts (half cut, nose cut, roof cut etc.). Then it's re-welded here and a chassis plate from a CS Lancer is attached to it. Basically the firewall is cut off from the CS Lancer and welded to the Evo chassis because that's where the chassis number in the CS (Lancer) and CT (Evo) are. Some just bribe a guy at RMV and update the chassis number in the registration book because that makes the car look more authentic as it has an Evo chassis number. The chassis of these Evo converts are probably not even as strong as the base CS Lancer. The moment you cut the body in half and re-weld it, the car loses it's structural integrity. Especially if not done properly. So this is a bit of a controversial subject due to the legality and safety concerns. As for converting an actual CS Lancer to Evo, then it's a bit of a complicated process. You will have to find a donor Evolution to replace the rear floorboard (to accommodate the differential and drivertrain). The rear quarterpanels of the Lancer will have to be cut off and Evo ones welded in. Front fenders, bonnet, rear doors will have to be swapped. That's just a fraction of the changes. It will still not be as great as an Evo because they have additional spot welds to strengthen the chassis. Saw this video on YouTube a couple of years ago.
