Isuzu Aska from the 80s..before Isuzu sedans became clones of Honda sedans...?

but if it is an Aska...then the signal light with the headlamps are aftermarket additions..originally those lamps were parking lamps...maybe the owner thought it looked better that way or simply couldn't find a replacement part...
