It's not. He has to get it Registered. But these fools, all they care about is having the latest number plate. As is clearly demonstrated here it means a lot to him to have the garage number displayed.

I know where this car is, but i thought thats a V*P number plate like those WPC number plates, cuz this car had dark tints all around as well :speechless-smiley-003:
