Real. They're built / commissioned by some eccentric Sheik who built them for his car museam. Discovery did a show on him and his car museum and he's got a bunch of these giant sized vehicles. They are based mechanically on giant mining trucks and the ones they featured were all functional. He had some weird mobile home several storeys high shaped like the earth as well, amongst the other oddities. Even the 'mobile globe' thingy was functional: He said he uses it for a month or so every year when he lives in the desert to get back in touch with his Beduin roots...

He gets a free ride, its all oil money. As a member of the ruling family he gets a cut from the oil sales in his region, probably has so much money he doesn't know what to do with it...He's only on the outer edge of things as far as the royal family is concerned; hence the lack of an official portfolio / state appointment.

Another one of those 'in-things' condo-developers are doing to try charge an added premium for a apartment that's already overpriced. Then again it's singapore bragging rights to having ur car parked in your condo is seen as a justifiable cost to some.
