Nope...if you look at the doors and the interior its a Nissan B41 series Sunny. Probably a 1st series (i.e. pre-facelift)

Seen them do this in some other countries as well and not just traffic cops but beat cops as well. Apparently, seeing uniformed figures reduces peoples' tendencies to do acts that may result in breaking a law.
